1 - Options > Discussion. Disallow comments
2 - The footer cannot be altered.
Reasoning behind #2 - wp.com is a shared environment meaning that the themes are shared among the users. If you were allowed to edit them, you would be editing them for everybody who used that theme and they would be doing the same to you.

If you have the CSS upgrade you can "hide" the footer. I do that on my blog (http://engtech.wordpress.com) to hide categories/author/date.
