I have a comment subscriber who is very troublesome. I file his comments under my spam folder, but he's still able to read my blog. He continues to comment under various aliases. I have his IP and email addresses. Is there any way I can block him from my blog? Thank you.

No. Public is public and if your blog visibility is public then there's no way you can prevent any viewer from reading it. Why do you care? Ignore trolls. Don't waste your time on them.
