Hi i'm not new, but this is my first time doing this exact task. I was wondering how to change the words under the title. The spot where you put the blog description. Where it says something like: another wordpress.com blog. Something like that. It's simple, but i can't seem to figure it out. Thank you.

That is your tagline:
In your dashboard, go to "Settings" —> "General Settings" —> "Tagline" —> scroll down and "Save" -
