There is no automatic way to set your blog to display two languages. The settings here allow for only one choice > Settings > General
Language this blog is primarily written in.
You can also modify the interface language in your profile.

You could use categories. One category called English posts, and another category called '[Other language]' posts.
If you want that to stand out even more you can put the links to the Categories in a text widget and place it in the sidebar.
