can i reuse my own blog name/site if i changed it before then somehow deleted it because i want to change it back but it won't allow me because it said it was already used, though it was mine? please help!

No you can't get it back - sorry. To delete a blog takes bypassing 3 warnings that blog deletion is irreversible and clicking a confirmation link in an email for good reason ie. deleted blog URLs are not recycled.

You can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/
Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
