i am creating a new web page and want to use wordpress but all i see is info for blogs. excuse my ignorance but whats the diff? and how do i not blog but create a web page?

A blog is a kind of website. A WP.com blog like you have contains all the features of a regular, static website plus the ability to blog (and thus, it is much more attractive to search engines).
Just create your site using Static Pages instead of Posts and it'll all work out. You'll probably want a Contact Form on one of the pages as well. Details are in the Support docs: http://en.support.wordpress.com/
