The price for a VIP blog does not depend on whether the owner is an individual or an organization, but I can't imagine an individual needing a VIP blog. What specific upgrades did you want? The prices are firm for those, and if you can find cheaper reliable hosting, you might want to use Independent WordPress from WP.org.
