I'm not staff; the best way to contact them is via the Support button on your dashboard during office hours, 9-5, M-F, PDT. But it seems to me that the second blog is offering services, ie making a pitch for business, and that's not allowed under the Terms of Service. You can blog about an industry or issues in business, but you can't say "here's what we can do for you in exchange for money" on a WP.com blog.
Since it's a suspension, they might respond to an email to support at wordpress dot com. They normally only respond to emergencies outside of office hours. But your personal blog doesn't look like it should be suspended, when I check it out. Looks fine, although that is just my opinion.
You might want to make the latest post on your personal blog a draft until this is resolved, so it isn't directing people to a dead site (once you can get back in, that is).
It is also possible that there have been no breaches of ToS and that it's just that bug striking again. As you can see from the thread, many blogs went down.
