I just read your domain management and I noticed the part where it says I may not change my domain name to another registrar for 60 days. That just means Domain Name registrar, like GoDaddy or some other place where you can by domains, right? Not name servers host change?

The limitation only applies to transferring the domain to another registrar.
You can change your nameservers at any time following this guide: http://en.support.wordpress.com/domain-mapping/domain-management/#update-nameservers
