I am creating a group that I will manage as a meetup group online. I am looking for a solution to bring the people together and need to implement membership monthly payment and delivery of the meetup meeting. I wonder if I can consider doing it here in a blog specifically created for that purpose

Not really. You could cobble together something from workarounds, but there's no ecommerce on a WP.com blog, and embeds and levels of access are an issue. You probably want an independently-hosted WordPress.org blog.
