I'm a beginner. :) I would to ask you whether I can create my WordPress web site offline (using XAMPP) and then to upload it to my host service's server? It should work, shouldn't it?
Tell me, please, everything I have to pay attention to when doing this.

You cannot do that at WordPress.com. Our blogs only exist on WordPress.com's servers. Have you read the thread at the top of the forum:
