I want to use an inactive WordPress account http://walid.wordpress.com/ because the username is my first name and it has been inactive since July 30th 2006. I also have this name as my twitter handle and Delicious social bookmarking username.
Can I please use the inactive username "walid"

If you can get ahold of the blogger, then you can ask him. Staff won't intervene in this case.
as raincoaster has pointed out blogs belong to those who registered them. There is no expiration date on blogs unused or otherwise. If you can make contact on your own then there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.

I tried commenting on his blog hoping to get his attention but it didn't get any the first time around. I was hoping WordPress would implement a policy for people who don't post anything like twitter does.

Blog names are the same as usernames for the most part. Usernames can be turned into blog names, but blog names cannot be turned into usernames. http://en.forums.wordpress.com/topic/cant-change-username-because-i-use-same-display-name?replies=5#post-694997
BTW the Twitter policy is a policy in words only. I've been trying for two years to get a dormant account which is my civilian name and I've never gotten one response from Twitter.
