   Can I have 2 blogs under same account, one private and one shared? If yes, how can I create the second one?

   The blog I need help with is hardendissertation.wordpress.com.

   Yes you can. While in the dashboard of your existing blog, go to "my blogs" in your dashboard and on the lower right will be a link to register another blog.
