i am moving my self-hosted wordpress to wordpress.com. wanna to maintain lightbox.js.
will wordpress.com have it as a built-in feature? or can i do it myself?

Nothing like the lightbox plugins from self-hosted I am afraid. I am afraid that is not something that is included with wordpress.com nor something you can do yourself.

You haven't provided a link to lightbox.js so it's hard to say. If it is an iframe or contains javascript or flash the answer will be "no". http://faq.wordpress.com/2006/10/23/can-i-add-flash-video-embed-other-media/

From FAQ, "Using a different syntax WordPress.com does support JavaScript from trusted partners such as You Tube and Google Video. If you know of another service that we should support please send feedback."
wordpress.com supports javascript, but a test/trusted source by themselves. lightbox2.js is very common and good to display photo from thumbnail. it's also from CC2 licence so i believe wordpress.com can modify code and put into wordpress.com as an 'extra'.
remember 'snap-shot' is available from wordpress.com extra. why not we have another extra?
can someone from wordpress.com consider to have lightbox2? if you think there is a security risk, you can consider to limit the display of pic from upload images within wordpress.com.

Also note that wordpress.com blogs do not have plugin tabs
