No, not technically. But every category has a category page anyway: see http://raincoaster.com/category/cthulhu for an example. You can use a custom menu to put links to these category pages in your header if you want.

Categories and pages are two different things.
http://en.support.wordpress.com/post-vs-page/Pages are static, and are used for information that does not change.
You cannot post to a page—a page is about one topic.

Make a custom menu for your navigation so readers can find your posts according to categories.
