No, not technically. But every category has a category page anyway: see http://raincoaster.com/category/cthulhu for an example. You can use a custom menu to put links to these category pages in your header if you want.

Categories and pages are two different things.

Pages are static, and are used for information that does not change.
You cannot post to a page—a page is about one topic.
