Yes, you can buy a .co.cc domain PROVIDED staff allows that particular domain. Yes, you can later switch to a .com provided you own that.
Should you get paid web hosting? Can't say, really. Web hosting costs $10 a month and up, and generally even with optimized ads you won't make that. Most independely-hosted blogs lose money, even if the people in question have studied ads.
