I still don't understand how the different types of sites/blogs allow/don't allow plugins and upgrades, etc. I absolutely love my site and I have figured out how to add YouTube videos in it, but I, myself, am a videographer and would really love to be able to show some of my videos (Flash format perhaps) on my site/blog without using something like VIMEO or YouTube. Is this possible?

I would like to use VideoPress, but can't figure out how to get it. I don't know how to do it from my dashboard and when I go to the VideoPress site, it wants me to create a new blog. Is it not possible to have it with an existing site/blog?

I feel so foolish - because I can't figure it out. From the STORE, there seems to be no option for purchasing VideoPress. When I go to the VideoPress website, there seems to be no button to push to make the purchase. The only button on the page requires me to create a new Blog. I'm sorry to be so difficult. I know it must be possible, but I can't figure it out. In the STORE, I see only MY UPGRADES and no way to get VideoPress

http://shelleywilsonart.wordpress.com/ is a WordPress.com blog and you should be able to buy the videopress upgrade. But you will also need the space upgrade. Are you the ADMIN of the blog, rather than just an editor, etc?
I am the ADMIN. I set up the blog and am the only one that does anything to it.
And the Store tab doesn't look like it does here? http://en.support.wordpress.com/upgrades/
Yes, but the only options for upgrades are ADD A DOMAIN, SPACE UPGRADES, SITE REDIRECT, and GUIDED TRANSFER. I don't see all the other things shown in the site you refer to.
