I want to clone my site to dublicate the page setup and theme layout. I don't want to have to rebuild all the fixed pages and front page buttons and menus. I will be adding new content to the to blog. So, is closing a blog possible?

It is possible. Just login your Dashboard, then go to Tools, export your contens, then import the xml file to your new blog.
