I have wordpress.com blog and my posts are appear in 'Topic' section with appropriate tags. It can increase my traffic.
If I want to migrate to self hosted wordpress.org then Can my wordpress.org blog post also appear in 'Topic' section like wordpress.com?

No they cannot. .ORG blogs are stand-alone and are not tied into the wordpress.com system.
