I need to be able to add ad spots (I have own ad server I just need to place the code in) and edit some of the HTML to make the header and nav bar look like main website. Can I achieve this on wordpress.com or should I go the self host route? Will the $30 upgrade make these things capable or does it just give you access to the css.

  2. re: your own ad server
The answer is "no" but please read on so you are well informed. There is only one advertising program called WordAds at WordPress.com. It’s for blogs on their own domains. This is the homepage for the WordAds program: WordAds.co. http://www.wordads.co/ There you will find the application page as well as FAQs.

Aside from a blog being accepted into WordAds, no blogger initiated advertising, retailing or reselling the work or products created or services provided by anyone other than yourself is allowed on free hosted wordpress.com blogs. E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by wordpress.com

If you do require an ecommerce site, advertising and/or affiliate links you can hire a web host and get a free software install from http://wordpress.org Refer to > http://support.wordpress.com/com-vs-org/

  3. Will the $30 upgrade make these things capable or does it just give you access to the css.

CSS editing cannot be used to place ads on your blog.

Does the Custom Design upgrade let me edit HTML?
No. The Custom Design upgrade allows you to edit fonts and CSS only. You can change the appearance of a theme, but not its HTML markup, PHP code, or content. If you require this functionality, please consider moving your blog to a web host that supports theme code modifications, suitable hosts can be found here. Read more about why here. ... http://en.support.wordpress.com/custom-design/#frequently-asked-questions

There is no upgrade you can purchse from wordpress.com that allows blogger initiated advertising.
