Acquire mastery http://WWW.AGENCIALUM.COM by wordpress and not received. Moreover was charged on my credit card bill ANNUAL value and not monthly. Please can cancel and return my money back OR at least the annual and monthly charge me?

There is no such thing as a monthly payment plan here. We pay for all upgrades up front for one year in advance of receiving the service.
Note that you can disable auto-renew Dashboard > Store > My Upgrades > Disable auto-renew

Timethief is correct - all WordPress.com upgrades are paid on an annual basis and there is no monthly payment option.
You can request a refund by going to Store -> My Upgrades and click the "Cancel and Refund" link.
