Purpose: I am trying to allow blog visitors to sign-up/register as blog users (say, Contributors by default).
Approach: According to the link below, I should be able to do it easily with Settings->General->Memberships

Problem: Memberships doesn't show up on my Settings->General page, which currently looks like this:
Site Title
Tagline
E-mail Address
Timezone
Date Format
Time Format
Language
That is for a WordPress.ORG install - the blog linked to your name is a WordPress.COM blog - software works differently - You can't use those instructions here.

You can't on WordPress.COM - you must invite each person you want to contribute to your blog and they must accept the invitation.
Oh. Any work arounds / plugins at all?
No. There is no FTP access to free hosted WordPress.com blogs and we can't install plugins into them. WordPress.com vs. WordPress.org > http://support.wordpress.com/com-vs-org/
