Honestly, I have this problem all the time as a blind person and I don't know if there's an actual fix, but in any case these two things work: Sometimes deleting and reinserting the image fixes this straight up. But you can also try using the Text tab and inserting some of your text and then switching back to the Visual editor and your cursor should be working fine again.
