The url name that I want does not exist, however It says i cant use it

Cant create new URL, even though it doesn't exist

When we register a username account the matching blog is reserved for our future use. It cannot be obtained by anyone other than the person who has registered the matching username. Are you the person who registered the cesarconde username or not?
