While I was out on sick leave, our Federal Government custom blog domain, govbooktalk.gpo.gov, expired on April 14, and no one renewed. Our previous blog administrator retired and admin emails were going to his now defunct email address (we changed this today). We have been trying to figure out how to renew on the WordPress, but can't, since there is no Purchase button. Can you help?

I'll flag this thread for Staff attention. Once a Domain registration expires you no longer own the domain. There is a brief grace period wherein you are given option to renew an expired the domain and then it goes into redemption.
We don't register .gov domains here.
The domain appears to have just been mapped here, and you can purchase a new mapping subscription by adding the domain via Store -> Domains in your blog's Dashboard.
If the actual domain registration has expired, you'll need to contact your domain registrar.
How can I determine who the registrar is for this? The previous blog editor left with no information and we aren't getting any admin emails from the registrar in our department. WHOIS doesn't seem to work with .gov domains.
Unfortunately, I'm not sure. WHOIS is the only method that I'm aware of, and depending on the government, these sorts of records are kept confidential.
The domain itself still functions, so I think the only thing that has expired is domain mapping, and you can purchase a new mapping subscription by adding the domain via Store -> Domains in your blog's Dashboard.

But quick question... does buying a custom domain subscription eliminate Ads? We aren't allowed to show ads on a Federal blog. I couldn't see where we had any other upgrades other than this custom domain.

As for ads, to support the service (and keep free features free), we sometimes run advertisements, and the agreement for this has been in our terms of service since 2006. Purchasing domain mapping only pays specifically for the domain mapping service.
