Are you talking about being able to see them in a list? If so, you can go to manage > categories and see the list where you can also add or edit them.
You also have a scrolling list under the text area on the write post page.

Hi! Do you want to show your category list to your readers? Give this a try:
In your Dashboard, click on Design >> Widgets
Under "Available Widgets", look for Categories. Click the "Add" link beside it. It will then show up in the right column under "Current Widgets."
