   Is it against the rules to have both categories and tags together on a user's blog?

   The blog I need help with is specialspice.wordpress.com.

   Not at all. But if you use more than an aggregate of about a dozen on any one post, you risk being labeled a tag spammer, and downgraded. So keep it to ten or so max.
