I"m unable to change the appearance of the blog's URL, for example, instead of plantingseedsinafrica.wordpress.com I would like it to appear as PlantingSeedsInAfrica.wordpress.com.

That's right, you can't change that. It'll always resolve to lower case, it's just the nature of URLs.
