   Ok so, I am pretty sure it's possible to change the nav bar color using CSS Customization (seen it done.)
   1) Are you allowed?
   2) If so, how can I change it.
   3) If not, should we report the sites who do.

   If you have the CSS upgrade, anything you can manage to do is OK. Anything that is not will be stripped out by wordpress (such as trying to add script or flash).

   You have to fine what in the CSS controls the top navigation and then make the changes. And remember you can try out your changes first using the preview button in the edit CSS page.
