Apparantly the answer to this question is in th FAQ's but for the life of me i can't find it.
Someone registered a blog address in 2008 that i'd love to use. There haven't been any posts made to the site. Is it possible for wordpress to release the name or for me to contact the owner to ask him/her to relinquish it?

If you can contact them and they agree, yes. Otherwise no: WP doesn't "release" names - not even those of deleted blogs.
