If you mean the contact form on your Contact Me static page, then edit the page and enter your paragraph first and then place [contact-form] on the page and click "update".

If you mean you want to enter a paragraph on the posts or pages then that's not possible as we cannot edit templates or themes on free hosted WordPress.com blogs.
