I'm having trouble finding where to format my comments. One other user can italicize in her comments because she has a little bar above the comment box. I don't have one, and I'm not able to find how to enable it.

You will however, not find a formatting bar above the comment box on any wordpress.COM site (like the one that apppears here in the forums) since staff have never incorporated one.
