If i create another blog with the same user, can others view both blogs? Can i keep my initial blog as separate as I do not want my friends and family to see my first blog.

Log out of WordPress.com and clear your browser cache and cookies. http://en.support.wordpress.com/browser-issues/#clear-your-cache-and-cookies Then, while logged out, register another username account with a different email address. Lastly register the new blog under the new username. That way they will not be associated.

You can create a separate blog under your current account at http://wordpress.com/signup . Both blogs will be separate but still under the same account name.
