WordPress.com doesn't support plugins (unless you're on the enterprise-level high-end VIP platform) and is restrictive on editing JavaScript due to security concerns.
Plugins and the ability to have full access to the code behind the blog is available from the self-hosted version. More details at: http://en.support.wordpress.com/com-vs-org/
