So Im thinking of upgrading to custom CSS. I would like to make a custom nav bar like you would find at Vistabuttons.com. Like this one for example:

If Im not mistaken you need to input both CSS and HTML code for it to work. Is this possible on a WordPress.com website?

The blog I need help with is fringeparanormal.wordpress.com.
As long as the menu is plain HTML and does not contain JavaScript, it's possible to add HTML to a widget area and then add the appropriate CSS to the Appearance → Custom Design → CSS editor and also add additional CSS to reposition it.
