I am new to blogging and wordpress and i was wondering how much a user can customise their site? Right now, i have a lot of white space on the top which i dont really want, and i would like to add in social media buttons to the nav bar. is anything like this possible, or should i be looking at paying for the HTML option in the dashboard and editing it that way?

You can add social media buttons easily to each post, page, or whatever on your site via Dashboard->Sharing. That's a better way to go, but if you really want them in header tabs, you can put them in a Custom Menu.
Read up on the Custom CSS upgrade, because what you can do is limited by your CSS editing ability. We can't hack the way the themes work, for instance, just change things like header size, fonts, colours, and images.
