I'm trying to use a custom layout (http://wordpressthemesbase.com/view/865.html) But have NO clue on how to go about it. I have tried reading the CSS helps and they confuse the hell outta me. Any help on how to use this theme would be greatly appriciated!

You cannot apply external themes to a WordPress.com blog. They're for WordPress.org. Not even with the paid CSS upgrade. If you bought it hoping to do that, get your refund now.
So I can't use this theme at all? That sucks. Is there any custom ones you can use?
The themes available for WordPress.com blogs are limited to those under Appearance > Themes in your dashboard. There are dozens available, and new ones are regularly added to the mix.
