   My brother-in-law's dashboard has design and manage tabs, so I know what they should look like. I don't have them. What do I need to do?

   The most immediate issue is that I'm trying to figure out how to do this:

   Special Sidebar
   You can add any content in this area by go to
   Admin->Design->Widgets->Sidebar4

   Well, that message might not still be there as I keep experimenting with themes. That message about using Design is on the iNspiration theme page. Regardless of which theme, I need to be able to go to Admin - Design.
