   I'm unclear: Is default pinging a feature of wordpress.com as well as wordpress.org, or just .org?

   Just like a .org install, .com blogs will send a ping to Pingomattic automatically.

   With the wp.com blogs, it's done within the code and only a Site Admin (ie Matt and staff) can change the site that gets pinged. With the downloadable version, the admin (and I think anyone classified as an editor) of the blog can change who gets pinged.
