   Can I reinstate a web page I removed? Was unsure of what I was doing and kept being requested to upgrade.

   If you delete your blog, you cannot get it back again. Please read these:

   http://en.support.wordpress.com/delete-site/

   http://en.support.wordpress.com/recycling-blog-names/

   As for the requests to upgrade - they are generally suggestions, not requests.

   I want to delete the bog I've created. I've paid for the domain (18$ per year) and other expenses. Ok. I don't intend to get the money back but I would like to know:
   - What happens with the registered domain? Can I use elsewhere? (clasesfrancesmadrid.com)
   - How can I stop the payments, so that they won't charge them again?
