I had a wordpress.org site registered in my account. I have since replaced the site with a different (non-wordpress.org software) site. Now, if I try to create a blog by the same shortname on wordpress.com it is listed as "reserved" and not usable.
Shouldn't I be able to use the name? I don't think I ever "deleted" the site as far as wordpress.com is concerned.
The blog I need help with is kevwilfoto.com.

Exactly which URL for a free hosted WordPress.com blog are you referring to? If you did not delete the blog then you ought to be able to use this format to log-in (replace capitalization below with actual blog name of course)

Aha! re: reserved blogs
I'm sorry I wasn't thinking clearly - not enough coffee I guess. When we register a username here at WordPress.com the matching blog is "reserved" for us and we need to contact Staff to register the blog. Note Staff will not be available until tomorrow.
This is the confusing part. The old site was a wordpress.org installation on GoDaddy hosting. It was my only blog registered on wordpress.com - I don't fully understand that relationship, but it was. When I logged in to wordpress.com and tried to "Edit My Profile" it was linked to the old wordpress.org site which no longer exists, so wordpress.com definitely had record of that blog.
And, I'm asking because I thought I would use that blog shortname on wordpress.com since I 'owned' that blog shortname before. I'm confused why a "reserved" blog name is not usable by the person who reserved it, and what effect there might be because the blog name referred to a wordpress.org site.
I wonder if I originally created that blog as a wordpress.com site and then moved to the wordpress.org install because of the custom template I was using? Still, I don't remember going to wordpress.com and deleting that blog. Perhaps I did?
WordPress.com blogs cannot be moved holus bolus to WordPress.org. Only the content in the blog and the links can be moved by export and import. I think that if you contact Staff tomorrow they will be able to sort this for you.

You might have created an account but no blog for Akismet - if a blog is deleted trying to go to the deleted blog will give a deleted message - a "reserved" means that someone registered the name but did not make a blog with it. The original account holder can request the name / account to be converted to an active blog - as noted above you need to have the staff do the conversion for you.
I'm not sure what you mean. I had a wordpress.org site which wordpress.com considered to be the master blog which controlled my profile. Don't all wordpress.org sites require a wordpress.com login?
Anyway, I've solved half of my issues. By creating a new blog on wordpress.com, it no longer considers my old blog location to be the location of my profile. Now I just need to figure out how to reclaim the blog name I intended to use. I assume I'll have to contact the wordpress.com staff for that.

WordPress.ORG (self-hosted) sites are stand-alone. They are not hosted here. If you were using the blog stats or Akismet plugin on that self-hosted installation then the site would be listed in your account here since you needed the API key to be able to use the stats or Akismet plugin. That would be the only purpose for the site being listed in your account here. If you had no wordpress.COM sites, then yes, it would appear like that site was the primary site, but in actuality it is not (since it was never hosted here).

Is this user name, kevwilfoto, yours? That username is shown as already being in use.

kevwilfoto.wordpress.com would be reserved for the kevwilfoto username. If that username is yours, then you would have to sign in under that username to get kevwilfoto.wordpress.com.

I was able to re-use the "reserved" blog name when logged in under the correct username.
