What do I need to do with a WordPress blog post such that I can know if someone put a link to the post on his/her blog/website. This is a trackback right? But I have seen blog posts of mine linked to on other sites, but never received an email or anything letting me know that such linking happened.

If the person that linked you doesn't have notifications turned on in their options, it might not be sending you trackbacks. As well, some blogging software doesn't send trackbacks. It is my experience that I have to check "referrers" to find out who came and me when this happens ;)

There are two searches you can do to determine who's linking to your blog posts
Google search
links site:http://joelmarcey.com/Technorati search
http://joelmarcey.com -
Plus, just in case you haven't been doing this, check your own stats page both for 'Referrers' and 'Incoming Links'.
