Why do people have to sign onto WordPress to like a post? How can I put a Like button that links with Facebook?

Yes indeed they do. You can click a Facebook like button unless you have a Facebook account. You can't click a WordPress.com like button unless you have a WordPress.com account.
You can have both Facebook like and share buttons on your posts.

Also note that likes and shares numbers are misleading when you consider page view stats. Your followers and anyone with a WordPress.com blog who is logged into WordPress.com can "like" and "share" your posts in several locations such as the Reader without ever clicking into your blog and creating a page view stat.
