It's confusing to look for documentation on wordpress.com and find only that for the wordpress software. Could seperate docs be provided, perhaps hosted at the .com site? Perhaps the .org docs could be marked somehow to indicate they are relevant to .com users?
I see in the support forum that others have been confused by this too. (See the "How can I use plugins/themes/etc?" questions.)
You're correct documentation is very sparse for WP.com and it has been passed along to the developers on many occasions.
As for the "How can I use plugins/themes/etc?" questions in recent weeks most, but not all, are the result of people not reading or understanding the pretty pink sticky post at the top of the forum (courtesy of drmike).
Sorry to say, no matter how much documentation is provided they will make little to no effort to locate it, if and when it is ever provided.
