Hi WordPress! I have registered a domain name with CityNetwork.se and have payed for that. Is there any way I can map my already payed for domain to my wordpress site without paying again?

No, you will need to buy the Domain Mapping upgrade in order to connect that URL to your WP.com blog, and since it's an SE URL, it'll require staff intervention.
