I have my own domain mjauqi.com and my manager redirected my domain to my blog http://mjauqi.wordpress.com/
but I cant activate it on my dashboard. why is that? why I have to buy another wordpress domain?

No your don't have to buy another domain. You can pay for a domain mapping upgrade so your can properly map from your .wordpress.com blog to your existing domain. See here please > http://support.wordpress.com/domain-mapping/map-existing-domain/

I have to pay mapping upgrade 13$. Thanky you, but that is totally stupid.
It's up to you. You can suck it up to choose to pay for reliable domain mapping or your can choose to forward but that will not give you dashboard control here.
my god. I give 9$ for my domain and now I will have to give 13$ more. guess I will have to pay it. How long lasts to activate domain, when you pay it?

Domain mapping is not an instantaneous process. It can take between 24 - 72 hours for a domain name change to propagate throughout the internet. We have no control over that time-frame it takes for DNS caches to be flushed, and it's usually the blogger's own ISP that's the last one to flush their DNS caches.
