It's not possible to edit meta data, though you can find more information on how to add or edit tags in this guide. There are no restrictions if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. We have hosting recommendations at the following link if you are interested.

What about page description? This is a fundamental attribute to a page.

A separate page description hasn't been utilized by the major search engines for a few years now. The content of the page itself takes precedence.
