My blog has pop-up ads and it has highlighted words, which, when clicked link to another ad. If I buy the no-ads upgrade, will both types of ads be eliminated?

No, since neither of the ads you describe are placed by WP.
You may have some sort of adware or malware on your PC or a rogue extension or toolbar in your browser.
