WordPress.com now offers a feature called "FORMAT" located under the publish button, that allows posts to take on different formats. Can someone direct me to an explanation of these various formats and how they're used?

The theme you are using ie. Ocean Mist does not support post formats so if you wish to use them you will have to change themes.
