My clients are complaining that their old website keeps reloading even though we have removed it from the server. Their cache is pulling up the old site. Is there a plugin that will force the new site to reload and override their cache settings?

There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.
I think you are posting to the wrong support forum. We cannot help you here at WordPress.com with anyt site as it’s not being free hosted by WordPress.com as we run on different software. This is the correct forum for your software http://wordpress.ORG/support/
